Job posting ordinance

by Administrator ~ January 28th, 2010

I am working on introducing an ordinance requiring that the City of Paterson post all job announcements on the City’s website before disseminating it in any other fashion.

I would like to open the process to you and hear what you have to say about this ordinance.

Please click below to view the actual ordinance,  respond to the survey below and, if you like, add comments below.

I think at this time with the jobs being so limited that the internet will make it hard for these jobs to be found. They should be published right away onto local newspapers. Make your locals aware that these jobs are there. Even if they do not qualify it brings security and peace of mind that jobs are being offered. It also strives even if minimal amounts of people to reach for educational goals when they see jobs they do not qualify for.

Rightfully so…all positions available within the City of Paterson should be offered and posted openly to give all qualified individuals within the city first hand opportunity to compete for any available positions prior to wide spread circulation.

I think this is a great idea provided that the deadlines for job applications are set late enough so as to provide ample time for the city’s HR staff to also post and disseminate notices of vacancies via traditional means in addition to internet postings. Thus, vacancies would be posted via modern technology as well as conventional methods such as flyers and newspaper announcements. I am in favor of any measure that provides people with additional access to useful information. If implemented appropriately, the proposed ordinance would not detract from existing job posting mechanisms. The proposed ordinance sounds like it may enhance the city’s efforts at filling vacancies with the most qualified applicants. It may also provide residents with improved access to information and employment opportunities.

I would take this proposed ordinance a step further and propose that the city established a way to permit applicants to apply for positions online. To see this process in action, take a look at the Newark Public Schools website.

Great idea Julio! The residents of Paterson should have first preference over anyone outside of Paterson. There are many who reside here and have been here for years who may be qualified for any job in Paterson. I will support you and this ordinance in any way I can. The first step is always the hardest. Thank you for stepping out!

    For clarification purposes:

My supposition may be different from others. I am of the thinking that there are qualified applicants right here in the city of Paterson who are tech savvy and have ample access to the internet. I support residential preference 100% and I truly believe that Patersonaians can compete with people from anywhere in the world and emerge victorious. We do it every day! Let’s not sell ourselves short by keeping information to ourselves as though we are not as qualified as others. I champion the cause of “Residential Preference” for Patersonians whenever the city seeks to fill vacancies. At the same time, I do not support withholding information from our neighbors. Continue to allow them access to the information. Let them apply for jobs if they feel they are qualified.

When Paterson job vacancies are posted in semi-local newspapers these positions are NOT restricted to just Paterson residents. The idea of only providing job vacancy information to Patersonians was never on the table. I believe residential preference is the way to go. Residential Preference would address the concerns that others have raised here today. Today’s question only speaks to the offering of an additional, more effective means of notification that would be available to Paterson residents and non-residents alike, just as our current methods of job posting are available to Paterson residents and non-residents alike.

Excellent idea Julio, yes, give the qualified people of Paterson residents should have priority in any position available. That is why we pay taxes here, NO?

  7. Pedro Negron

Yes, We shall have this. Excellent idea Julio. But people don’t have money for a computer in they home or to pay a internet service. How you going to give them. My job at CUMAC we see and hear people that need help with housing to a Job. Plus I have Welfare people who want a job to get out of welfare. But the problem with is qualified and others. I understand you want to help the residents, but who is going to help who???? Come down to my job a speak to the people and work with us to see and heard the story about this. I wish this will work because we need it. Thank U.

Julio, please correct me if I’m wrong here. The way I read your proposed ordinance, it suggests to me that the internet postings would be in ADDITION TO the existing methods currently used to get this information out. Your proposal does NOT suggest that internet postings would be utilized in place of the current methods being used today. Thus, your proposal could only enhance the current efforts of the city. It sounds like some of the respondents here today may have mistakenly assumed that the internet would REPLACE existing methods all together. This is not the case.

    General Question:
    Julio,
In your proposed ordinance, why do you propose that the job posting be posted to the website “prior” to it being posted by other means? Would the same day not suffice?

  9. Jose A Villalongo, Sr

It would be of tremendous help to have city positions posted on the city webpage. We also need to be able to submit our resumes and cover letter to the personnel department letting the personnel director know of our intentions.

  10. Branhder Espinal

    Dear Julio,

This is a start, but it will not discourage those outside our city from accessing the Internet and viewing such openings. We need to work on making sure that residents are given priority when it comes to interviewing them. I’m not saying to hire unqualified individuals on the basis of residency, just take a look at them first. I believe that we do have a workforce with the qualifications necessary to fill any city vacancy. Keep up the good work.

This will not replace any of the existing methods that the City utilizes to disseminate information about jobs. This will be in addition to what we already have.

Yes not everyone has internet, but many Patersonians do have internet. I believe that publishing these jobs on our website will provide a centralize location where our constituents can go to find information.

Of course other people will be will be able to view and apply for these jobs, but at least now Patersonians will have the ability to ALSO know about them.

  12. Paterson Resident

How about adding some type of way to sign up to receive updates when an job gets posted on the website?

  13. Sandy McDowell

Wonderful idea. I do not think that posting it in newspapers will be beneficial. We are trying to post these jobs for people of Paterson, NJ to find jobs. Not for everyone else who does not live here in our great city of Paterson, NJ. Great Idea Julio. Keep up the great work.

Excellent idea Councilman however often times job postings are required to give priority to internal applicants for a certain period of time prior to opening to external applicants. All in the interest of promoting within. The job announcements can be listed as internal or external depending on the status. Simultaneously we should make hard copies available at a central location & email blast.

    Great idea.

I think this is a good idea. My concern with the current process is that we do not actively seek highly qualified applicants for key positions in our city. The Personnel Department should have a division that focuses on recruitment. The position of Personnel Director should be someone that is familar with our city and has superior communication skills. The key would be the administration working with the City Council to seek superior leadership for OUR city! The talent is here!

    Excellent idea Councilman Tavarez.

    I think it’s a good ideal.

  19. Sophia Dee

This is a great idea. But a person hired for a position should be qualified for that position and teachable. I’ve called and visited different agencies in our town i.e. City Hall (to name one), on several different occausions and speaking to the person that I’ve come in contact with was sometime a difficult task. Anyhow I like your ideas feel your compassion. Keep up the good work
